D.1. Restricted Free AgentsA Restricted Free Agent (RFA) is any player whose contract year reaches zero (0). When a player's contract ends, he becomes a restricted free agent (RFA). RFA's can be bid upon by all owners in the league with the current team given the right to match or beat the offer. The team who owns the player has the right to match any bids without increasing the bids.
EX: Peyton Manning's contract reaches 0. He is eligible to enter RFA. Once RFA begins, the Maniacs bid 100 PTB's for him. The Generals then bid $101 PTB's for him. Eternals (team he was on) can match the bid of the Generals at $101 and they become the new high bid. A team would now have to bid $102 to have a shot for Manning. This would continue as Eternals can keep matching all bids.
D.2. RFA List
A list of all of the upcoming RFA’s will be distributed to all owners prior to the beginning of RFA. ONLY PLAYERS THAT WERE ON A PTD FRANCHISE DURING THE REGULAR SEASON WILL BE ELIGIBLE TO RECEIVE BIDS
D.3. Franchise and Transition Tag Deadline
GM's must declare their FRANCHISE and TRANSITION players by March 15th of each calendar year.
D.4. RFA Dates/Times
Restricted Free Agency will begin on May 1st at 12:00 AM EST each year. No nominations can be made after May 31st at 11:59 PM EST. All ongoing auctions will continue until they are finished.
D.5. RFA Bid Process
ALL bids for RFA’s must be placed on the PTD Forum board in the RFA Board. GMs must list: their team name, the name of the free agent, the amount of the bid, and his current PTD team.

** Once a post is made it cannot be edited, if you want to bid higher you must place another post on the message board. (IF A POST SHOWS THAT IT WAS EDITED IT WILL BE DISQUALIFIED AND THE PLAYER WILL GO TO THE TEAM WHOM MADE THE PREVIOUS BID)
D.5.A. Bid Amount OvertureGMs may NOT bid more PTB’s on players than they possess. In the event an owner bids more PTB’s than he has, the bid will be voided and the previous bid made becomes the top bid. The owner will receive a warning from the PTD commissioner. for first infraction. For each occurrence after the warning a fine following the tiered violation penalty system (
Section A.8.) will be assessed.
EX: Eternals have 57 PTB's. They have a bid out for $30 on Ray Rice, $25 on Mike Wallace and then make a $5 bid on Mason Crosby. The last bid (Crosby) is voided as it puts him over his PTB balance of $57.
D.6. RFA Bidding GuidelinesAny restricted free agent can be bid upon (per RFA official list). For the first 2 weeks of RFA, each franchise can nominate one player at a time for bidding. Once that auction is over, said franchise can nominate another player for auction.

Starting the 3rd week of RFA (May 15th), each franchise can nominate 2 players at a time.
D.7. Bidding on Tagged Players
If a bid is placed on a player that has the FRANCHISE or TRANSITION tag by another franchise, that player's owner will NOT be notified that another team has made an offer to your player. IT IS THE RESPONSIBILITY OF THE GM TO KEEP TRACK OF THE BIDS ON HIS PLAYERS, NOT THE COMMISSIONER
D.8. Player Auction OverThe bidding ends if 24 hours expire before the next bid is placed. Commissioner will create post announcing auction is over, winning team, and amount spent on said player.
EX: Punishers bid 100 PTB's on Ray Rice at 8:32 PM EST on Wed. If no bids are placed on Rice by Thursday at 8:32 PM EST, auction is closed and Rice is property of Punishers for 100 PTB's.
D.9 RFA Acquired Player Contracts
All players acquired via RFA must be given a
minimum one year contract.
D.10. Restricted Free Agents Not Nominated for Auction
If RFA ends and a player was NOT nominated for auction, he may be re-acquired by the team that owns his rights at no cost. Players signed by this method can be signed to any length contracts.
EX: Jamal Lewis (Brawlers) was a RFA that no one bid on. Once RFA is over the Brawlers resign him at no cost of PTB’s, and for a 3 year contract if desired.
D.11. RFA Signing Period
Teams will have one week at the conclusion of RFA to announce the new contract(years) for each player acquired in RFA. If deadline passes and contracts are not announced, all player will be awarded a 1 year contract, and a penalty (tiered system) will be assessed. One week window dates will be announced by commissioner at least 3 days before signing period begins.
D.12 Restricted Free Agent Compensation
** During RFA, a player that a franchise holds the rights to is lost to another team, said franchise will receive compensation based on the final price that player went for during auction.
Final PTB Price:
($1-$39) = no compensation
($40-$59) = 5th round compensatory pick (pick added to end of 5th rd)
($60-$79) = 4th round compensatory pick (pick added to end of 4th rd)
($80 or more) = 3rd round compensatory pick (pick added to end of 3rd rd)
** Limit of 2 compensatory picks per franchise (two highest picks awarded)
** Limit of 1 compensatory picks per round
** When multiple teams have compensatory picks in the same round, the order is based on established draft order for that season.
** Tagged players are not eligible for any compensation
** All comp picks are eligible to be traded.
D.13. Supplemental Auction (if needed)A separate Supplemental Auction will be held for all players who were drafted in the NFL Supplemental Draft. ONLY players drafted in actual NFL Supplemental Draft may be bid upon in PTD Supplemental Auction.
** Will occur if deemed necessary
** Auction will run exactly the same as RFA Auction with no one holding matching rights to said players.
** Dates of Supplemental Auction will be announced by commissioner 3 days before start of auction.
